Method
- Make a paste with chili, garlic, cilantro stems, and salt. Mix in sugar, fish sauce, lime juice, and oil.
- Heat a pan until hot. Rub steak with oil, season, and sear for 2–2.5 minutes per side. Rest for 10 minutes.
- Toss lettuce with 1 tbsp dressing. Plate it.
- Slice steak thinly against the grain.
- Combine steak, tomatoes, onion, cucumber, herbs, and remaining dressing. Toss well.
- Top lettuce with salad. Garnish with herbs. Serve immediately.
